Why in news?

  • Government think tank Niti Aayog on 27th December 2021 released the fourth edition of its health index, which ranked states based on overall health performance.

About the index:

  • The report has been prepared by NITI Aayog in collaboration with the Ministry of Health and Family Welfare with technical assistance from the World Bank.
  • It aims for tracking overall performance and year-on-year incremental performance in health outcomes across all states and UTs.

Parameters:

  • It is a weighted composite index based on 24 indicators grouped under the domains of
    • ‘Health Outcomes’
    • ‘Governance and Information’
    • ‘Key Inputs/Processes’.
  • Health outcomes include parameters such as neonatal mortality rate, under-5 mortality rate and sex ratio at birth.
  • Governance includes institutional deliveries, average occupancy of senior officers in key posts earmarked for health.
  • Each domain has been assigned weights based on its importance with higher score for outcome indicators.
  • The ranking was done under three categories larger states, smaller states and Union territories (UTs) to ensure comparison among similar entities.
  • Data is collected online through a portal maintained by NITI on agreed indicators.
  • The data is then validated through an independent validation agency selected through a transparent bidding process.

Key findings of 2021 index:

  • Kerala has topped fourth year in a row.
  • Tamil Nadu and Telangana are at 2nd and 3rd places respectively.
  • Bihar and Uttar Pradesh performed worst.
  • Mizoram topped the health index among smaller states while Nagaland was ranked at the bottom.
  • Among union territories, Dadra and Nagar Haveli and Daman and Diu was ranked at the top and Andaman & Nicobar was ranked at the bottom.
