Why in news?

• The Jal Shakti Ministry on Wednesday launched a unified portal on the 'Gobardhan' scheme.

What is it?

• Swachh Bharat Mission launched Galvanizing Organic Bio-Agro Resources Dhan (GOBAR-DHAN) scheme to promote wealth and energy from waste.
• The scheme is an element of ODF-plus (Open defecation Free) strategy under Swachh Bharat Mission (Gramin) which deals with Solid and Liquid Waste Management (SLWM).
• The Jal Shakti Ministry implements the project.

Plan of Action:

• Scheme aims to convert cattle dung and solid waste in farms to compost, bio-gas and bio-CNG.
• Under this scheme, villagers will be mobilized to create self-help groups (SHGs) for the successful implementation of the scheme.

Funding:

• Gram Panchayats and SHGs will receive performance-based incentive from government for setting up bio-gas plants.

Online trading platform:

• An online trading platform is proposed to connect farmers to buyers of agricultural waste facilitating the GOBAR-DHAN scheme.
